Accuracy, Audit & Appeals

Ensuring accurate and fair property assessments is the cornerstone of the Volusia County Property Appraiser’s mission. Through rigorous internal audits, transparent valuation practices, and a structured appeal process, the office upholds its commitment to equity and compliance with Florida law.

Commitment to Accuracy

The Property Appraiser’s Office uses a combination of on-site inspections, advanced market analysis, and technology-driven tools to produce accurate assessments each year.

How Accuracy Is Maintained:

  • Annual Field Reviews: Appraisers physically inspect properties to account for new construction, remodeling, or condition changes.
  • Sales Ratio Analysis: Staff review sales trends and compare assessed values to actual market sales to ensure fair and consistent valuations.
  • Mass Appraisal Software: Industry-standard valuation tools help assess properties efficiently while maintaining uniformity.
  • Property Data Updates: Integration with building departments allows timely updates for permits and zoning changes.

Accurate valuations ensure that property taxes are distributed fairly among property owners and that local governments receive the funding they need.

Internal Audits & Quality Control

To maintain high standards of appraisal integrity, the office conducts routine audits across all divisions.

Audit Procedures Include:

  • Randomized Parcel Reviews: Selected properties are re-evaluated to check for consistency and accuracy in data entry and valuation.
  • TPP Compliance Checks: Businesses that file Tangible Personal Property returns are subject to audits for unreported or misreported assets.
  • Exemption Reviews: Exemption claims—particularly homestead and agricultural classifications—are periodically verified for continued eligibility.
  • System Accuracy Checks: Appraisal algorithms and market data inputs are regularly audited to detect any calculation or model errors.

These quality assurance efforts help minimize errors before TRIM notices (Truth in Millage) are issued each year.

Understanding the Appeals Process

If you believe your property has been incorrectly assessed, Florida law grants you the right to challenge the valuation through a structured appeal process.

Review Your TRIM Notice

Each August, property owners receive a TRIM Notice outlining:

  • Market and assessed values
  • Exemptions applied
  • Proposed property taxes

Carefully review this notice for errors or discrepancies.

Informal Review with the Appraiser’s Office

If you suspect an issue:

  • Contact the Property Appraiser’s Office before the deadline listed on your TRIM notice
  • Schedule a meeting with appraisal staff
  • Provide documentation to support your claim (e.g., recent appraisal, sales data, photos, damage reports)

Many valuation concerns are resolved during this informal step.

File a Petition with the Value Adjustment Board (VAB)

If your concern isn’t resolved:

  • File a formal petition with the VAB—usually within 25 days of the TRIM Notice date
  • Pay a nominal filing fee
  • Prepare to present evidence at a hearing (you may represent yourself or have legal/appraisal representation)

The VAB is an independent body that hears both valuation and exemption appeals.

Attend the Hearing

  • A Special Magistrate (an independent appraiser or attorney) will hear your case
  • You’ll have the opportunity to present your evidence and explain your position
  • The Property Appraiser’s Office will also present supporting data

Receive a Final Decision

After the hearing, the VAB will issue a ruling. If you’re unsatisfied with the result, you may appeal further in Circuit Court.

Timelines & Reminders

  • TRIM Notices Mailed: Mid-to-late August
  • Informal Review Period: Immediately after TRIM receipt through the VAB filing deadline
  • VAB Petition Deadline: Approximately 25 days after TRIM Notice is issued
  • Hearings Scheduled: Typically between October and December

It’s important to act quickly once you receive your TRIM notice to preserve your appeal rights.

What You’ll Need for an Appeal

  • A recent independent appraisal or CMA (Comparative Market Analysis)
  • Photographs showing property damage or condition issues
  • Documentation of recent comparable property sales
  • Permit records, repair invoices, or insurance claims

The Property Appraiser’s Office aims to make the process as clear and accessible as possible. Staff members are available to:
